Proposition 1 would bolster mental health care in California

Proposition 1 would expand and improve mental health care and addiction services in California.
The need for mental health and addiction services has never been greater.
That’s why Kaiser Permanente supports Proposition 1, a measure on California’s March ballot.
Proposition 1 would invest billions of dollars to expand and strengthen the state’s mental health system.
It also would modernize and transform the state’s health care system by:
- Building desperately needed housing for people with mental illnesses and substance use disorder
- Adding more capacity for mental health care and drug and alcohol treatment
- Growing a diverse and well-trained workforce to provide mental health care and addiction services
“We believe physical, social, and mental health are essential to a person’s total health. That's why Kaiser Permanente has made huge investments in behavioral health,” said Greg A. Adams, Kaiser Permanente chair and chief executive officer. “Proposition 1 presents a big opportunity for Californians. We can vote to take bold and necessary steps to make progress toward ensuring our state is a place where every Californian who needs care can get it.”
Proposition 1’s impact
Proposition 1 would expand mental health and addiction services for tens of thousands of Californians each year.
It also would:
- Provide housing for over 11,000 people with severe mental health needs
- Introduce 26,700 additional openings for outpatient treatment
- Allocate $1 billion to support veterans who are homeless, have mental illnesses, and addiction
California voters have begun receiving ballots in the mail and have until March 5 to cast their votes.
