HONOLULU — The National Committee for Quality Assurance, a leading independent health care quality assurance organization, awarded Kaiser Permanente Hawaii’s Medicare, Medicaid and commercial health plans top marks in its annual report of insurance plan ratings.

The 2017 NCQA Commercial, Medicare and Medicaid Insurance Plan Ratings are a 5-point rating system based on patient experience, treatment outcomes and prevention efforts. Kaiser Permanente’s Medicare plan is the only plan in Hawaii, and one of just nine Medicare plans nationwide, to receive the highest possible rating of 5. Its Medicaid plan received a 4.5, the highest score in Hawaii, and its commercial plan also earned a 4.5 rating, making it one of the highest rated plans in the state.

Including NCQA ranking data from previous years, 2017 marks the 13th year in a row that Kaiser Permanente’s Medicare and Medicaid plans were recognized as the No. 1 health plan in Hawaii, and the 10th year its commercial plan has received top marks in the state.

“We’re honored that our plans have received recognition by NCQA for more than a decade,” said Linda Puu RN, vice president Quality, Safety and Care Experience Kaiser Permanente Hawaii. “Our integrated and coordinated model of care places the patient and family at the center, resulting in quality care and quality outcomes.”

The NCQA Health Insurance Plan Ratings 2017–2018 is based on combined scores of Healthcare Effectiveness Data and Information Set (or HEDIS); the Consumer Assessment of Healthcare Providers and Systems (or CAHPS); and NCQA Accreditation standard scores. The new rating methodology, implemented in 2016, classifies plans into scores from 1–5 in 0.5 increments based on consumer experience, preventive measures and treatment outcomes, in a system similar to Center for Medicare and Medicaid Services’ 5-Star Quality Rating System.
