Michael Kanter, MD, serves as executive vice president of Quality and chief quality officer for The Permanente Federation, and is also the medical director of Quality and Clinical Analysis for the Southern California Permanente Medical Group. As a member of the Federation’s National Permanente Leadership Team, he has oversight over the Federation’s quality care function and the Care Management Institute. He is also associate dean of Quality Science for the Kaiser Permanente School of Medicine.
With SCPMG, Dr. Kanter oversees the following areas within Kaiser Permanente’s Southern California region: quality, clinical analysis and clinical practice guidelines; utilization of drugs, medical imaging and laboratory services; health education; patient safety; physician education; research and evaluation; residency programs and physician education; purchaser engagement and marketing; as well as measurement of access and service. He is on the implementation team for the Kaiser Permanente School of Medicine.
He has authored more than 65 articles published in peer review journals — including the New England Journal of Medicine and the Journal of the American Medical Association — and authored chapters in five books.
Dr. Kanter is frequently invited to speak at the Institute for Healthcare Improvement, National Patient Safety Foundation and other major organizations on a variety of topics, including the Proactive Office Encounter, Complete Care, ambulatory patient safety and the Patient Safety Net, how to improve the patient care experience, language concordance and health disparities.
He has participated in the Institute of Medicine Committee on Diagnostic Errors and the President’s Council of Advisors on Science and Technology Systems Engineering for health care reporting on accelerating improvement through systems engineering. He is chair of the Practice Improvement Committee of the Society to Improve Diagnosis in Medicine and a member of the Standards Committee of NCQA. He has received the John C. Maxwell Leadership award for being in the top 30 in 2015.
Dr. Kanter received a BS in Cybernetics from the University of California, Los Angeles, and his medical degree from the University of California, San Francisco.
