Kaiser Permanente’s Medical Financial Assistance program provides financial assistance for qualifying patients who need help paying for emergency or medically necessary care they receive in a Kaiser Permanente facility or by a Kaiser Permanente provider. (Not covered: premiums and dues; optical and hearing aids; and cosmetic, nonurgent, and venture services.)
Am I eligible?
The program helps low-income, uninsured, or underserved patients who need help paying for all or part of their medical care. Insured patients are eligible when their Family Income is at or below 300 percent of the Federal Poverty Guidelines (FPG). Uninsured patients are eligible when their Family Income is at or below 350 percent of the FPG. Evaluation of other criteria may be required. You can consult with a financial counselor to determine eligibility and for assistance applying. Patients who meet special circumstance criteria may be eligible.
What is an uninsured discount?
Eligible patients will not be charged more than amounts generally billed (AGB) for emergency or other medically necessary care to patients with insurance (AGB, as defined by IRS Section 501(r)). This is called an uninsured discount.
The uninsured discount is determined by reviewing paid Medicare claims over a recent 12-month period. The sum of the paid claims is divided by the sum of the claims’ gross charges to calculate the discount percentage. The discount percentage is reassessed annually.
How do I apply?
To get an application:
- Go to a Kaiser Permanente hospital registration desk.
- Ask a financial counselor near the Patient Access Business Service Department.
- Call Member Services at 1-800-813-2000, 8 a.m. to 6 p.m., Monday through Friday.
- Ask to have an application mailed to you at no charge by sending your request to 500 NE Multnomah Street, Suite 100, Portland, OR 97232-9807.
- Download an application in one of the following languages: Chinese, English, Russian, Spanish, Vietnamese.
Please mail completed applications (including all required documentation and information) to 500 NE Multnomah Street, Suite 100, Portland, OR 97232-9807, or drop it off at a hospital registration desk.
We will review applications only once they are complete, and we will determine if you are eligible according to the Kaiser Permanente Medical Financial Assistance Policy. We will not consider incomplete applications, but we will notify you to send in any missing information by the required deadline.
